Weekend and public holiday delivery requests

Saturday and Sunday requests in Sydney are priced on the after-hours card. A public holiday is different: the holiday loading is a percentage on top, including when the holiday falls on a weekday.
The holiday list in the rate card is editable by an administrator. If a state holiday is missing, tick the public-holiday box in the calculator so the loading is not forgotten. The job is still confirmed by a person.

Limits
- A holiday request can be declined if no vehicle is free
